Proposed Dissertation Topic: 

Vijai Singh is a Ph.D. Candidate in the Division of Global Affairs. She has a B.A. in Journalism & Mass Communications, and History, a Minor in Middle Eastern Studies (Arabic concentration) and a M.S. in Global Affairs from New York University. Vijai  is currently writing a dissertation which systematically explores the conditions under which the United States is likely to deploy a cyberweapon. She is a member of the Golden Key International Honour Society as well as the Sigma Iota Rho Honor Society for International Studies. She is also a recipient of the Rutgers Homeland Security Graduate Fellowship from the Rutgers Institute for Emergency Preparedness and Homeland Security, "a federally-designated Intelligence Community Center for Academic Excellence."
