On Thursday October 30 2014, Division of Global Affairs Director, Dr. Jean Marc Coicaud, delivered a keynote lecture at the 8th International Conference on Theory and Practice of E-Governance in Guimarães, Portugal. The conference was organized by the University of Minho, the Agência para a Modernização Administrativa and the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV).
Dr. Coicaud's Keynote Lecture first, highlighted that in principle e-governance is designed to increase the effectiveness and legitimacy of public administration, and public authority. This is meant to happen through greater access, transparency, participation and accountability that e-governance aims at. But, second, the lecture stressed that this is far from happening, within and among countries. As a matter of fact, like any other system of innovation, e-governance is prone to generate many problems of governance, both at the individual and collective level. Third, and finally, the lecture put forward a few propositions for the way forward.
